Is the thermostat set to COOL with the target a few degrees below room temperature?
Also set the fan to AUTO, not ON — ON runs the blower constantly and blows warm air between compressor cycles.
Always de-energize the circuit and verify it's dead with a tester before opening any device. When in doubt, call a licensed electrician.
