Is the compressor running (a low steady hum/vibration from behind or below)?
This splits the diagnosis: a running compressor means the sealed system or airflow is the problem; a silent or clicking compressor means the start relay or controls.
Always de-energize the circuit and verify it's dead with a tester before opening any device. When in doubt, call a licensed electrician.
