Is the water heater electric or gas?
Electric units have two access panels on the tank and a 30A double-pole breaker; gas units have a burner at the bottom and a vent on top.
Always de-energize the circuit and verify it's dead with a tester before opening any device. When in doubt, call a licensed electrician.
